Overview
Utah dropped its prelicensing education requirement outright — the Insurance Department states plainly that "Utah has no pre-licensing requirements for licensure," putting it alongside Pennsylvania and Maryland. It's also one of the few states that contracts with Prometric, rather than Pearson VUE or PSI, to run its insurance exams, with fingerprinting handled in the same session. Resident individual licenses run on a 2-year cycle tied to the licensee's birth month; agency licenses instead expire 2 years from their issuance month, since agencies don't have a birthday. Applications route through the standard electronic licensing channels rather than a Utah-run portal.

Renewal & CE
Renewal window — Individual licenses expire on the last day of the licensee's birth month, on a 2-year cycle. Agency licenses instead expire 2 years from their issuance month, since agencies don't have a birth month.
Grace period: A one-year reinstatement window is available after expiration, but it costs more than an on-time renewal — $120 for a full-line individual license or $95 for limited lines, versus $70–75 for renewing on time.
At least 12 of the 24 hours must be classroom or classroom-equivalent instruction, and no more than 12 hours may come from insurer-provided courses.

Nonresidents who've met their home state's CE requirement are exempt from Utah's CE for reciprocal lines.

For agencies and non-residents
Agencies, appointments & DRLP
Utah requires a separate producer license for agencies (business entities), filed through InsureTrek for an $85 fee. Every entity class except third-party administrators must name a Designated Responsible Licensed Producer holding an active Utah producer license in the entity's lines of authority. Managing general agents and reinsurance intermediaries aren't required to post a bond, but TPAs are.
Utah handles agent-to-agency associations as "designee" filings rather than a separate insurer-filed appointment process, and the department requires these filed electronically — paper submissions may be returned unprocessed.

Non-residents
Utah licenses non-residents on a reciprocity basis under Utah Code § 31A-23a-109 — if your resident state grants Utah residents similar treatment, Utah waives duplicate requirements for comparable lines. Non-residents apply the same way as residents, through InsureTrek, for a $75 individual fee ($50 for a limited lines license).
