## Overview

[Reviewed Sep 6, 2026](#sources)

North Carolina routes applications through NIPR like most states, but adds a distinctive manual checkpoint: fingerprint results, criminal history, and supporting documents go to a dedicated NC Licensing Office run by Pearson VUE for review before the Department of Insurance issues the license. Fingerprinting itself is unusual too — NC requires electronic Live Scan through your local law enforcement agency rather than a private vendor like IdentoGO. Renewal runs on fixed biennial dates (April 1 or September 1) tied to when the license was issued, not the licensee's birth month, and North Carolina eliminated its standalone Broker license in 2022 (S.B. 496).

## How to get a North Carolina insurance license

1. ### Confirm whether prelicensing education applies to you
North Carolina requires 20 hours of prelicensing per line for Life, Accident and Health/Sickness, Property, Casualty, and Personal Lines, or 10 hours for Medicare Supplement/Long-Term Care ([N.C. Gen. Stat. § 58-33-30](https://www.ncleg.gov/EnactedLegislation/Statutes/HTML/BySection/Chapter%5F58/GS%5F58-33-30.html)). Holders of a qualifying designation (CIC, CFP, AAI, ARM, FLMI, CEBS, RHU, and others) or an insurance-related degree can skip the course but still must pass the exam. Producers already licensed for the same lines in their home state may qualify for a full exemption from both education and the exam.
2. ### Register for and pass the licensing exam
North Carolina uses [Pearson VUE](https://www.pearsonvue.com/us/en/nc/insurance.html) as its exam vendor. The exam fee is $45 per attempt, paid by card or voucher, and you must wait 24 hours between retakes.
3. ### Complete fingerprinting
Residents must get fingerprinted within 30 days of applying. North Carolina doesn't use a private vendor like IdentoGO — fingerprints are taken through electronic Live Scan at your local law enforcement agency, for a $38 fee. Non-residents are exempt.
4. ### Apply for your license
The fastest path is to [apply through InsureTrek](https://app.insuretrek.com/signup) — we file your North Carolina application for the state's fee, pulled from NIPR at the moment of application. NCDOI's fee is $82 for a single line of authority, plus a $5.60 NIPR transaction fee. Add $50 for each additional line on the same application. You'll also pay the state's $38 Live Scan fingerprinting fee separately.
5. ### Wait for review and license issuance
Your fingerprint results, criminal history, and supporting documents are routed through NIPR to a dedicated NC Licensing Office at Pearson VUE for review before NCDOI issues the license. Check application status through NIPR, or call NCDOI Agent Services at 919-807-6800.

## North Carolina insurance license renewal

**Renewal window** — Most individual producer licenses — Life, Accident and Health/Sickness, Property, Casualty, Personal Lines, Medicare Supplement/Long-Term Care, and Variable Life/Variable Annuity — don't expire on a fixed date. They stay valid until you surrender, cancel, or lose them, so there's no renewal application or renewal fee for these lines. You still owe continuing education every 2 years, tracked against your own compliance date rather than a calendar date. Adjuster, business-entity, and surplus lines licenses work differently: those renew on fixed dates, April 1 for adjusters and entities and September 1 for surplus lines.

**Grace period:** A license that lapses for missed CE has a 4-month reinstatement window; reinstating costs $75.

CE is tracked through Prometric. A separate licensing system is used only to look up your CE record and print your license once it's issued.

**24 total CE hours** per renewal term, including 3 ethics hours.

Non-resident individual producers owe no North Carolina continuing education at all — the CE clock applies to residents only.

| Line | Hours | Notes |

## Non-resident insurance license in North Carolina

North Carolina licenses non-residents under the Gramm-Leach-Bliley reciprocity model, skipping the state's prelicensing course and exam for producers licensed for the same lines in good standing in their home state, who [apply through InsureTrek](https://app.insuretrek.com/signup). NCDOI's non-resident fee is $94 for the first line of authority ($50 registration plus $44 application processing) and $50 for each additional line on the same application. Non-residents also skip fingerprinting and owe no North Carolina continuing education. Personal Lines applicants can't hold Property or Casualty at the same time, and non-resident Medicare Supplement/Long-Term Care applicants must already hold an active North Carolina Accident and Health/Sickness line.

Apply for a non-resident North Carolina license [through InsureTrek](https://app.insuretrek.com/signup), plus the state fee.

## For agencies

### Agencies, appointments & DRLP

North Carolina calls its entity license a Business Entity License, required for any agency other than a sole proprietor (Limited Lines Travel entities are the exception). Every entity must name a Designated Responsible Licensed Producer who holds an active North Carolina producer license, with narrow exceptions for Auto-Rental, Self-Service Storage, and Portable Electronics entities. The initial fee is $144 for most entity types; Public Adjuster Entities add a $38 fingerprint fee for each owner holding 10% or more of the business.

Insurers must file producer appointments electronically through NIPR (N.C. Gen. Stat. § 58-2-250; 11 NCAC 06A .0201/.0505). Appointing a producer costs $11; canceling an appointment costs $10\. Agencies aren't appointed separately in North Carolina — they act through their appointed individual producers.

**Appointments** — Deadlines: Insurers must file an appointment within 15 days of the producer's first application submitted on the insurer's behalf. Either the insurer or the producer can file a termination.

## FAQs

How much does it cost to get an insurance license in North Carolina?

NCDOI's own fee for a single line of authority is $82, plus a $5.60 NIPR transaction fee. Adding another line to the same application costs $50 more per line. Exam and Live Scan fingerprinting fees are separate.

Do I need a prelicensing course before I can take the North Carolina exam?

Yes, for most lines: 20 hours each for Life, Accident and Health/Sickness, Property, Casualty, and Personal Lines, or 10 hours for Medicare Supplement/Long-Term Care. Designation holders (CIC, CFP, AAI, and others) and insurance-degree holders can skip the course but still take the exam; producers already licensed for the same lines in their home state may skip both under North Carolina's reciprocity exemption.

Where do I take the North Carolina insurance licensing exam?

Pearson VUE administers North Carolina's exams. Register at pearsonvue.com/us/en/nc/insurance.html; the fee is $45 per attempt, with a 24-hour wait required between retakes.

Do I need to get fingerprinted for a North Carolina license?

Residents do, within 30 days of applying, for a $38 fee. North Carolina requires electronic Live Scan through your local law enforcement agency rather than a private vendor like IdentoGO. Non-residents are exempt from fingerprinting.

When does my North Carolina insurance license renew?

Most individual producer licenses (Life, Accident and Health, Property, Casualty, Personal Lines) don't have a renewal date at all — they stay valid until you surrender, cancel, or lose them. You still need 24 hours of continuing education every 2 years, tracked against your own compliance date, including 3 ethics hours plus a 3-hour flood course for resident Property and Personal Lines agents and adjusters, taken once initially and then every 4 years. Adjuster, business-entity, and surplus lines licenses do renew on fixed dates — April 1 for adjusters and entities, September 1 for surplus lines.

Can I get a North Carolina non-resident license without retaking the exam?

Yes, if you're licensed for the same lines in good standing in your home state — North Carolina follows the Gramm-Leach-Bliley reciprocity model and waives its prelicensing course and exam for reciprocal non-residents. You still apply through InsureTrek for the same fee residents pay, and you're exempt from fingerprinting and North Carolina's CE requirement.

What does a North Carolina insurance agency need to operate?

A Business Entity License, required for any agency that isn't a sole proprietorship. Every entity must name a Designated Responsible Licensed Producer holding an active North Carolina license, with narrow exceptions for auto-rental, self-storage, and portable-electronics entities. The initial fee is $144 for most entity types.
